El Foro Global de Bioética en Investigación (GFBR por sus siglas en inglés) se reunió el 3 y 4 de noviembre en Buenos Aires, Argentina, con el objetivo de discutir la ética de la investigación con mujeres embarazadas. El GFBR es una plataforma mundial que congrega a actores clave con el objetivo de promover la investigación realizada de manera ética, fortalecer la ética de la investigación en salud, particularmente en países de ingresos bajos y medios, y promover colaboración entre países (...) del norte y del sur.a Los participantes en el GFBR provenientes de Latinoamérica incluyeron a eticistas, investigadores, miembros de comités de ética y representantes de autoridades sanitarias provenientes de Argentina, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Panamá, Perú, Nicaragua y la República Dominicana. Una legítima preocupación por la protección de las mujeres embarazadas y sus embriones o fetos ha llevado a la mayoría de los países de la Región de las Américas a limitar la realización de estudios con mujeres embarazadas exclusivamente a aquellos estudios específicos sobre el embarazo, y a requerir la exclusión sistemática de las mujeres embarazadas o de las mujeres que quedan embarazadas en el curso del estudio. Ciertamente, a lo largo de la historia de la ética de la investigación, se ha creído erróneamente que proteger a una población es sinónimo de excluirla de los estudios. Se sabe ahora que proceder así implica exponer a riesgos mucho mayores a la población que se busca proteger. El embarazo implica cambios fisiológicos sustantivos e impacta profundamente la manera como el cuerpo metaboliza los medicamentos. Sin embargo, por evitar hacer investigación con mujeres embarazadas, no se ha producido la evidencia científica necesaria para tomar decisiones sobre tratamientos e intervenciones preventivas con dosis eficaces y seguras para ellas y sus embriones o fetos. A manera de ilustración, en el 2001 había en los Estados Unidos apenas más de una docena de medicamentos aprobados para uso en el embarazo (1) y en el 2011 la Food and Drug Administration (FDA) aprobó por primera vez en 15 años un medicamento para su uso en el embarazo (2). Como consecuencia de no haber producido la evidencia necesaria, se pone en riesgo la salud de las mujeres embarazadas cada vez que se les da atención médica. Las mujeres embarazadas se enferman y las mujeres enfermas se embarazan, y no se sabe si los medicamentos que se les da son eficaces o siquiera seguros para ellas y sus embriones o fetos. (shrink)

This article arises in the Ecuadorian context of Higher Education where the insertion of Information and Communication Technologies (ICT) has a considerable impact on the knowledge and attitudes of students. The purpose of the research is to analyze the integration of ICT in attitudes and knowledge in students of the Bolivar State University in the careers of Accounting and Business Administration. The methodology used in a sample of 150 students presents a quantitative research design, exploratory type, correlational scope and cross-sectional; (...) in addition, an exploratory factor analysis, KMO sample adequacy and Bartlett’s test were used, central trend and dispersion measures, Pearson’s correlation. The results show that, despite the direct relationship between the variables, there are no statistically significant differences between knowledge and attitude, that is, the perception and understanding of ICTs between the two cohorts of students are similar. It is concluded that students have an average level of knowledge about ICT and their attitude to the use of them is indifferent. (shrink)

En este trabajo se presentan las ideas más representativas que para el siglo XVI, durante la fundación de Bogotá, influyeron en la concepción del imaginario de ciudad. El artículo plantea tres momentos clave: en el primero, se realiza un acercamiento al pensamiento de Aristóteles, a través del análisis de dos de sus obras La política y La ética a Nicómaco. De ellas se deducen seis características que, probablemente, fueron conocidas y estudiadas por los humanistas y renacentistas y aplicadas por (...) la Corona española para dar fisonomía y orden a la fundación de ciudades en toda la América descubierta, conquistada y colonizada por España en los siglos XVI y XVII. En el segundo momento, muestra la influencia de las ideas aristotélicas en el pensamiento de hombres como santo Tomás y León Battista Alberti; además presenta las concepciones de inferioridad de ciertos hombres y de acciones mágicas que, según el imaginario de la época, permiten controlar el espacio a los seres que lo habitan. Cada una de estas concepciones influyó en la manera como los españoles se relacionaron con este territorio y con las razas india y negra. En un tercer momento, se presenta un acercamiento a la ciudad colonial establecida en el siglo XVI, cuyo ordenamiento social estaba enmarcado en la fisonomía ortogonal o damérica de sus calles, con lo cual se buscaba orden y control social. Este artigo consiste em um diálogo com textos de Jürgen Habermas e Richard Rorty referentes ao tema da religião e seu lugar na sociedade contemporânea. Em vista do tom dialogal, as citações desses autores são relativamente numerosas, a fim de que as suas vozes sobressaiam no texto. O objetivo do diálogo é extrair pistas para a construção de uma filosofia da religião em tom pós-metafísico, ou não fundacional. Não é um texto exaustivo, mas sugestivo. Não se propõe a tecer críticas (...) ao sistema de ideias dos autores com quem dialoga, mas aproveitar criticamente algumas de suas ideias para a definição de possíveis rumos para uma filosofia da religião pós-metafísica. Os termos pós-metafísico e não fundacional são usados aqui de modo intercambiável e não se referem a um tipo de filosofia antimetafísica, mas sim, a uma filosofia para a qual os temas da metafísica não assumem papel de explicação fundacional da realidade como um todo. Given the conversational tone, the number of quotations from those authors is relatively large, so that their voices can speak up in the text. The goal of that dialogue is the formulation of clues to the elaboration of a post-metaphysical or non-foundational philosophy of religion. The essay is not exhaustive, but suggestive. It does not mean to criticize Habermas’s and Rorty’s systems of thought, but to appropriate critically some of their ideas as guidelines to a post-metaphysical philosophy of religion. The terms ‘post-metaphysical’ and ‘non-foundational’ are interchangeable here and do not refer to an anti-metaphysical philosophy. They try to express a kind of philosophy in which metaphysical themes do not play a role of foundational explanation of reality as a whole. This article raises the issue of the foundation of ethics in the situation of the pluralism of modern and contemporary society. Then , two types of answers to these problems are analyzed: comunitarism as the identitary ethics of an 'ourselves', and contractualism as the ethics of the partners' interests, which present themselves as rival theories in opposition to the universalism of kantian morality. It is however shown , how Kant himself had already worked at different levels of human integration with (...) both models: that of social contract and that of ethical community, and had articulated them in his system. The universal principle of morality , on the other hand, places itself at the meta-level of the profound grammar of the ethos of communities and contracts . Finally, it is observed that Kant´s fundamental ethical texts have not explicitly dealt with the hermeneutical problem of moral judgment in contexts of action. However, some passages of the Grundlegung are analyzed, as well as the Second Part of the Critique of Practical Reason, in which we find precise indications on this issue. It is maintained, that the observed lack of treatment may be bridged by means of widening the scope of the doctrine of reflexive judgment of aesthetic taste of the Third Critique's first part, which appears relevant, not for the foundation of the principle of morality, but for its application, i.e., for moral life.Este artículo plantea el problema de la fundamentación de la ética en la situación del pluralismo de la sociedad moderna y contemporánea. Se analizan luego dos tipos de respuesta a este problema: el comunitarismo como la ética identitaria de un nosotros, y el contractualismo como la ética de los intereses de los socios, los cuales se presentan como teorías rivales frente al universalismo de la moralidad kantiana. Se muestra sin embargo cómo el propio Kant había trabajado ya en distintos planos de la integración humana con los dos modelos del contrato social y de la comunidad ética, y los había articulado en su sistema. El principio universal de la moralidad se ubica en cambio en el meta-nivel de la gramática profunda del ethos de las comunidades y de los contratos . Se observa finalmente que los textos éticos fundamentales de Kant no han tratado de manera explícita el problema hermenéutico del juicio moral en los contextos de acción. Se analizan no obstante algunos pasajes de la Grundlegung y la Segunda Parte de la Crítica de la Razón Práctica, en los que hay indicaciones precisas sobre este problema. Se sostiene que la observada laguna se puede sortear mediante la ampliación de los alcances de la doctrina del juicio reflexivo del gusto estético de la primera parte de la Tercera Crítica, la cual parece relevante, no para la fundación del principio de la moralidad, pero sí para su aplicación, es decir: para la vida moral. Flexibility in conceptual projection constitutes one of the most challenging issues in the embodiment and conceptual metaphor literatures. We sketch a theoretical proposal that places the burden of the explanation on attentional dynamics in interaction with mental models in working memory that are constrained to be maximally coherent. A test of this theory is provided in the context of the conceptual projection of time onto the domain of space. Participants categorized words presented at different spatial locations (back–front, left–right) as referring (...) to the past or to the future. Responses were faster when the irrelevant word location was congruent with the back–past, front–future metaphoric mapping. Moreover, when a new highly task-relevant spatial frame of reference was introduced, it changed the projection of past and future onto space in a way that was congruent with the new frame (past was now projected to left space and future to right space), as predicted by the theory. This study shows that there is substantial flexibility in conceptual projection and opens a venue to study metaphoric variation across tasks, individuals, and cultures as the result of attentional dynamics. According to the free energy principle, life is an “inevitable and emergent property of any random dynamical system at non-equilibrium steady state that possesses a Markov blanket” :20130475, 2013). Formulating a principle for the life sciences in terms of concepts from statistical physics, such as random dynamical system, non-equilibrium steady state and ergodicity, places substantial constraints on the theoretical and empirical study of biological systems. Thus far, however, the physics foundations of the free energy principle have received hardly any attention. (...) Here, we start to fill this gap and analyse some of the challenges raised by applications of statistical physics for modelling biological targets. Based on our analysis, we conclude that model-building grounded in the free energy principle exacerbates a trade-off between generality and realism, because of a fundamental mismatch between its physics assumptions and the properties of actual biological targets. The United Kingdom is the first and so far only country to pass explicit legislation allowing for the licensed use of the new reproductive technology known as mitochondrial replacement therapy. The techniques used in this technology may prevent the transmission of mitochondrial DNA diseases, but they are controversial because they involve the manipulation of oocytes or embryos and the transfer of genetic material. Some commentators have even suggested that MRT constitutes germline genome modification. All eyes were on the United Kingdom (...) as the most likely location for the first MRT birth, so it was a shock when, on September 27, 2016, an announcement went out that the first baby to result from use of the intervention had already been born. In New York City, United States-based scientist John Zhang used maternal spindle transfer to generate five embryos for a woman carrying oocytes with deleterious mutations of the mitochondrial DNA. Zhang then shipped the only euploid embryo to Mexico, where it was transferred to the mother's uterus. Zhang's team's travel across international borders to carry out experimental procedures represents a form of scientific tourism that has not been properly ethically explored; it can, however, have seriously detrimental effects for developing countries. This paper examines a fundamental philosophical difference between two radical postcognitivist theories that are usually assumed to offer the same view of cognition; namely the autopoietic theory and the enactive approach. The ways these two theories understand cognition, it is argued, are not compatible nor incompatible but rather incommensurable. The reason, so it is argued, is that while enactivism, following the traditional stance held by most of the cognitive theories, understands cognitive systems as constituting a natural kind, the autopoietic theory (...) understands them as constituting only a conventional kind. Additionally, the paper shows that AT’s conventionalist stance about cognition, far from being an undesirable or useless position, offers some methodological virtues that might be timely and welcome in the agitated and revolutionary climate of current cognitive science. In this paper, we argue that lesbian couples who wish to have children who are genetically related to both of them should be allowed access to mitochondrial replacement techniques (MRTs). First, we provide a brief explanation of mitochondrial diseases and MRTs. We then present the reasons why MRTs are not, by nature, therapeutic. The upshot of the view that MRTs are non-therapeutic techniques is that their therapeutic potential cannot be invoked for restricting their use only to those cases where a (...) mitochondrial DNA disease could be ‘cured’. We then argue that a positive case for MRTs is justified by an appeal to reproductive freedom, and that the criteria to access these techniques should hence be extended to include lesbian couples who wish to share genetic parenthood. Finally, we consider a potential objection to our argument: that the desire to have genetically related kin is not a morally sufficient reason to allow lesbian couples to access MRTs. (shrink)

We study the Johansen–Ledoit–Sornette model of financial market crashes :219–255, 2000). On our view, the JLS model is a curious case from the perspective of the recent philosophy of science literature, as it is naturally construed as a “minimal model” in the sense of Batterman and Rice :349–376, 2014) that nonetheless provides a causal explanation of market crashes, in the sense of Woodward’s interventionist account of causation.

We offer a framework for organizing the literature regarding the debates revolving around infinite idealizations in science, and a short summary of the contributions to this special issue.

Drawing from extensions of existing ideas in the logic of ground, a novel account of the grounds of necessity is presented, the core of which states that necessary truths are necessary because they stand in specific grounding connections.

In the first wave of the COVID-19 pandemic, healthcare workers in some countries were forced to make distressing triaging decisions about which individual patients should receive potentially life-saving treatment. Much of the ethical discussion prompted by the pandemic has concerned which moral principles should ground our response to these individual triage questions. In this paper we aim to broaden the scope of this discussion by considering the ethics of broader structural allocation decisions raised by the COVID-19 pandemic. More specifically, we (...) consider how nations ought to distribute a scarce life-saving resource across healthcare regions in a public health emergency, particularly in view of regional differences in projected need and existing capacity. We call this the regional triage question. Using the case study of ventilators in the COVID-19 pandemic, we show how the moral frameworks that we might adopt in response to individual triage decisions do not translate straightforwardly to this regional-level triage question. Having outlined what we take to be a plausible egalitarian approach to the regional triage question, we go on to propose a novel way of operationalising the ‘save the most lives’ principle in this context. We claim that the latter principle ought to take some precedence in the regional triage question, but also note important limitations to the extent of the influence that it should have in regional allocation decisions. En este artículo se ofrece, primero, una descripción de los fundamentos básicos del pacto que ahonda particularmente en el caso británico. En segundo lugar, se aborda el debate socialista británico que generó esta reforma del capitalismo. El desafío del ala derecha del laborismo fue replicado por los miembros del Partido Comunista de (...) Gran Bretaña y de la primera New Left. En el Ion se da una explicación de la inspiración poética adjudicándole las características propias de lo irracional. Pero a través de la problemática planteada en el Banquete, la poesía misma empieza a ser convertida en un medio por el cual el filósofo puede llegar al conocimiento de las verdades abstractas. Se establece entonces un enlace entre la inspiración y el concepto, dejándose clara la compatibilidad entre los deseos de los hombres de hablar de los dioses, y la necesidad de (...) un discurso conceptualmente consistente. Pero la filosofía, todavía más, es asimilada al nivel superior de la locura adoptando de este modo un carisma particular que Platón antes ha atribuido, con explícita necesidad de desacreditarles, a la poesía y al poeta. La locura abre en el Fedro unas importantes perspectivas con las cuales cerramos el cuadro que hemos trazado a nuestra discusión, el Banquete y el Fedro, presentan como fundamento del ascenso a las esencias, eternas, no la curiosidad meramente intelectual, sino el Eros, una locura atravesada por la pasión de naturaleza incuestionablemente divina. El decurso platónico nos lleva de tal modo a un completo dominio filosófico, en el que, sin embargo, poesía y filosofía, llegan a constituir una indisoluble unidad. (shrink)

The prevalent idea that semiosis is evolutionary is a driving point for biosemiotic research, starting from the Peircean premises of continuity and including a large number of views on how signs evolve. In this paper I wish to add a small pinch of skepticism to an otherwise productive point of view. Briefly, the question to be asked is: Is there any proper and fair connection between the logical abstraction of signs, genetic expressions interpreted as signs and the animal usage of (...) signs? And how do we go about answering this? Instead of attempting a negative account of the possibility of an evolutionary view of biosemiosis, I will attempt to make an argument in favor of skepticism as a way to make a more fine-grained distinction across the areas where biosemiotic thinking seems to have some impact. The aim is then to find philosophical strategies to overcome this skepticism when possible, while also raising some awareness about the possible limits of current biosemiotics regarding the ideal evolutionary chain of signs. Ultimately, the idea is reexamining some core assumptions of the biosemiotic point of view at its most general, accounting for some possible ways in which theory may move forward. The potential incompatibility of theoretical standpoints between some of the different approaches that may be taken is, it will be argued, a desirable outcome for biosemiotic research. That is, the way we deal with the possible theories on the evolutionary continuity of signs will also affect our different research programs, and having a nuanced philosophical discussion on it can only contribute to the expansion and clarification of where different positions within biosemiotics currently stand. A common way of clarifying the notion of ground is by way of examples from logic: thus a conjunction is grounded in both of its conjuncts; a disjunction in each of its true disjuncts; a double negation in its negatum; and so on. Developing a semantics that accommodates these logical examples in full generality turned out to be a difficult task.
